About the Local Plan
Every local planning authority must have an up-to-date Local Plan that covers a period of at least 15 years, that sets out what can be built and where building should take place.
Local Plans hold important policies to support environmental protection, jobs and the economy. They also help to decide where we need infrastructure for services such as roads, schools and health.
A Local Plan also covers:
- open and green spaces
- housing
- employment
- retail
- provision for leisure facilities
We have started the process of preparing a new Local Plan for Newark and Sherwood, which will be informed by an updated evidence base.
The Local Plan Process
The process of developing a Local Plan takes several years, and we are currently in the early stages of this process.
1. Evidence Gathering and Initial Consultation - The Council gathers information on various topics like housing needs, employment, environment and infrastructure. A 'call for sites' exercise is undertaken in the early stages. An initial consultation seeks public and stakeholder input on key issues and potential development options. A sustainability appraisal is conducted to assess the environmental, social, and economic impacts of the plan.
2. Draft Local Plan - The Council publishes a draft Local Plan, including a Vision, Strategy, policy and site allocations. A statutory consultation period allows for public and stakeholder representations on the draft Plan.
3. Submission to Secretary of State and Examination - The Draft Plan, along with all evidence base documents and representations is submitted for examination. The Planning Inspectorate appoints an independent Inspector to assess the plan's soundness and legal compliance. The Inspector may hold hearings to discuss the Plan with the Council and interested parties.
4. Adoption - The Inspector provides a report, potentially recommending modifications to the Plan. The Council reviews the Inspector's report and, if satisfied formally adopts the Local Plan.
5. Implementation - The adopted Local Plan guides planning decisions and development management. They are typically reviewed every 5 years to ensure they remain up-to-date.

On 10th June 2025, the Council approved a new 2025 SHELAA Methodology (PDF File, 512kb).
We have reached another early milestone in the preparation of the new Local Plan for Newark and Sherwood with the start of the process known as the 'call for sites'. This stage is an opportunity for land owners, site promoters, developers or other interested parties to put sites forward for consideration in the new Local Plan to meet the future needs of the area.
Sites can be put forward for any use or designation and this can include, but is not limited to, housing, employment and commercial development, retail and leisure, renewable energy generation and biodiversity or other environmental enhancement schemes.
The 'call for sites' exercise will be open from 25th June 2025 to 16th September 2025.
