Developer Contributions and Planning Obligations
The Developer Contributions & Planning Obligations SPD was adopted by the Council in December 2013. It sets out the Council's approach to securing financial and / or physical obligations towards local infrastructure that is required to mitigate the impact of development. The Council have prepared a Draft Developer Contributions & Planning Obligations SPD for public consultation. The Draft SPD sets out proposals for how the District Council approaches developer contributions and planning obligations. It shows how the SPD complies with national and local policy and deals with procedural matters relating to the preparation and monitoring of S106 Agreements. In addition, it sets out the types of obligation that the Council may seek to secure from development and how it identifies the relevant policy basis, types of development to which the obligation will apply, thresholds over which the obligation will be sought and, where possible, the basis on which the level of obligation will be calculated.
The Draft SPD is open for public consultation for a period of 6 weeks from Tuesday 31st March 2026 to Wednesday 13th May 2026 and is accompanied by a Strategic Environmental Assessment and Integrated Impact Assessment Screening Report.

Next Steps
Following the consultation, the Council will collate all responses and publish on the Council's website in a Statement of Consultation. The Council will consider any issues raised and whether any final changes to the SPD are necessary. Once this is completed, the Council will be seeking to adopt the SPD in June 2026.
