Homelessness Prevention and Rough Sleeper Strategy
Our vision for Newark and Sherwood is to create an environment where people lead safe and healthy lifestyles, ensuring suitable housing for all. At the heart of this is our aim to break the cycle of homelessness by ensuring the causes are identified at an earlier stage and prevented where possible.
This Strategy sets out the key priorities and objectives to respond to the challenges ahead, reduce homelessness and the impact of homelessness in Newark and Sherwood and subsequently support the Council’s Strategic Priorities: Homelessness Prevention and Rough Sleeper Strategy 2024 - 2029 (PDF File, 361kb).
Housing authorities are required by legislation (Homelessness Act 2002 and the Homelessness Reduction Act 2017) to carry out a review of homelessness in their area and use this understanding to inform their Homelessness Strategy to:
- link to the wider contributory factors of homelessness, such as health, wellbeing, employment and economic factors
- be consistent with other corporate strategies and objectives
- involve partners in implementing the strategic homelessness objectives
- have a Delivery Plan to show how the strategic objectives will be achieved
- be monitored and reviewed during the life of the strategy

The Newark and Sherwood Homelessness Prevention and Rough Sleeper Strategy covers 2024 – 2029 and builds on the previous progress and outcomes from the 2019 – 2024 plan. The new plan has been informed following consultation and partnership working with Ashfield and Mansfield District Councils.
The strategy has six strategic priorities: early intervention, an accessible and responsive service, access to sustainable accommodation, developing pathways, improving life chances, and delivering holistic support solutions to support long-term tenancies and came into effect from 01 April 2024, and was launched at a dedicated event with stakeholders and partners at the Civic Centre in Mansfield.
