Devolution package to Newark Town Council
On April 15, 2015 a range of services and assets within the Parish of Newark transferred from Newark and Sherwood District Council to Newark Town Council.
The package included Newark Market Place, town centre toilets, a number of parks and open spaces within the Parish of Newark and Newark Riverside Walk.
In order to facilitate a smooth transition in the delivery of the services to the public, the district council will continue to provide grounds maintenance services to the town council for a three-year period and will assist in the operation and management of the market for a two-year period, but with the town council assuming overall responsibility for the delivery of those services.
The devolution package to the town council forms part of a wider programme of devolving services and facilities to towns and parishes across the district. It is also hoped that the package will result in closer partnership working between the town and district councils and that further services and assets will be devolved to the town council in the future.
The devolution package will give the town council more control and influence over the delivery of services to its local communities while at the same time delivering significant financial savings to the district.
The additional cost to the town council will initially be met from its accumulated reserves supported by a small increase in its precept. In the longer term the full cost of operating the additional services will be met from an increase in the council tax base generated from major new housing developments being built to the south and east of the town.
